He was born on October 25, 1958 in Louisville, Kentucky to James Edward Downs and Eva Mae Jackson.
He is preceded in death by his father, James Edward Downs and mother, Eva Mae Jackson.
Wayne is survived by his loving wife, Cindy Poindexter; son, Wayne Downs, Jr. Winstead; sisters, Sheri Marie Smith and Pamela Jean Johnson; and numerous nieces, nephews, and extended family.
The family will receive friends from 2:00 pm to 3:00 pm on Sunday, June 19, 2022 at Newcomer Cremations, Funerals, and Receptions, East Louisville Chapel (235 Juneau Drive). His Funeral Service will follow at 3:00 pm at the funeral home.
