He was preceded in death by his mother Dorothy Durham, step father George Huskey; son Brian Scott Randolph; three uncles William Joseph Stallard, John Russell Stallard, and James Allen Stallard and one aunt Sarah Francis Hughlett, Grandparents, Joe Henry & Florence Scott Stallard.

Phillip was born in Frankfort, Kentucky in 1964 and grew up in Louisville, KY, graduated from Doss High School.

He attended college in Columbus, OH before joining the Navy in 1983. During his 20 years of service in the Navy, he was on Active Duty for 13 years, and joined the Reserve for the remainder. He served in the Gulf War and traveled aboard from China, Spain, and also France. He operated ships and supervised 80-100 sailors while mentoring them professionally and personally.

While he was stationed in Norfolk, VA on the USS Emory and USS Portland he met and married Monica Stallard. During their 22 year marriage, they had 2 amazing daughters Imaria and Florence Stallard. Phillip was relocated to Millington, TN with his family, and worked for the base police until 1993. In 1996, he decided that being home only 181 days a year was not enough. He decided to make a career change so that he could spend more time with his family. After living in Kentucky from 1997-2000 the family relocated to Tennessee.

In 2004, Phillip and Monica adopted their nephews; LaMarcus, Kendrick, and Cameron and relocated them to Memphis, TN to start a new life. In addition, Phillip retired from the Navy as an E-6 First Class. Phillip was a collector of comic books, various action figures, and a huge movie buff. His favorite movies were Marvel movies and classic Westerns. One thing for certain, he loved his family and friends. He was always there to help you move, fix things, and give advice.

Phillip moved back to Louisville, KY and he later met and married Shaun Stallard in 2011. They were best friends that enjoyed eating out and going to the movies. Phillip being a Navy Man took Shaun to see the Ocean for the first time on a Cruise to the Bahamas. In 2016, Phillip and Shaun purchased their first home together were they planned to spend many years. God had other plans and called Phillip home. He will be missed by his family and friends that loved him dearly.
